Good spot! I have never noticed it was gone until you pointed it out. Maybe the feature was disabled after complaints from the players but i guess we will have to find someone who could answer this question for us.
mmm weird today 16nov18 on my 24/7 Zeebrugge server the skill based balancer works together with the mid-round balancer but on my st quentin server only the mid-round balancer works https://battlefieldtracker.com/bf1/servers?platform=pc&name=evdg so it is NOT always the case that the skill based balancer is deactivated by the mid-round balancer. So maybe it isn't like 5 months ago where the mid-round balancer disabled the skill based balancer. 27sep18 the patch changed something in the mid-round balancer > https://forums.battlefield.com/en-us/discussion/159285/battlefield-1-autumn-update#latest : "Fixed an issue where the mid-round team balancer wasn’t aware of players from pre-round."

It seems the bug starts in the 1st round of the day and then never stops till the server becomes empty (also the other way around, when it has a good start where both balancer work then it stays working every round the rest if the day on that server) : https://www.reddit.com/r/battlefield_live/comments/9ybdus/battlefield_1_pc_i_found_something_out_about_the/ > with that knowledge I tried to go to "server admin" > actions tab : restart round, in 1 of my full servers this morning but it didn't fix the issue. I hoped it would activate the skill based squad balancer but it did not.
2days ago I contacted some devs on the battlefield discord - first time I did that. And Indigowd said this about it : "Thanks. We're aware of these issues and are looking into them 😕miley:" plus danmitre also replyd and said this : "Hey! Thanks for notifying me. Have you put this into the Answers HQ bug tracker?" and then I gave him this topics link, so I have hope they will look into it. This evening I saw so many fullcaps again on my quentin scar server, so many unbalanced games since the 27se18 patch.
