I've tried all of that, took me a while, the problem remains :/
Have you tested with Hyper Threading in BIOS on and off and tested BF4 with it under each one? If not I would test that to see if it makes any differences. As well as disable apps in windows when I installed win8.1 I un-installerd every app I never will use and turned off as much as I could with the apps. Just open task manager and have a look at how many apps you have open and shut them down and test BF4 see if this helps at all.
