I have a 3930k @4.5ghz as well. Unparked cores. On top of 2 780tis. and my pc does exactly what yours is as well. I have been running windows 8.1 for a while now tho. This issue seems like its started more from a update as it didnt do it before. I dont think its windows 8.1 Its unexplainable. But accourding to the BF4 ingame graph its the cpu with a major spike that is causing the slight stutter at the most random of moments. Now its not happening all the time. But at least a few times each round... You figure out what it was?
