Hi Barry!
I opened the game in the Nvidia control panel and made my graphics card the default for using OpenGL applications.
I also noticed that the Power Management setting was on, so I turned it on. After all these, the game still drops (On some occasions) to ~45 FPS.
I appreciate your help so far, and I'll be glad if you could further help me.

did your game get optimized by GeForce Experience by any chance? Happened to me recently when my CTE ran smoothly and the retail version had half the FPS. NVIDIA's software just set the resolution scale to over 150%.
You can check that value in game in the options -> video -> advanced. Just set it to 100% and see if that helps. Also try switching off DX12.

It did it for me too, but I turned it off and still got the same results, which is really strange. Turning off DX12 did absolutely nothing.

@EA_Joker I don't even install GeForce Experience anymore for this very reason. GeForce seems to bump everything up to max eye candy level and call it "optimized".
