[PC] Unplayable 60-75% packet loss on Oceania servers
Since at least Sunday Sep 2nd (but possibly earlier), the Oceania servers have been suffering up to 75% packet loss depending on server load. In evenings packet loss is around 60-75%, during the day 10-25%. The more people playing, the higher the packet loss. The only time I've been able to get 0% packet loss is in the early morning (after 2AM) when there is only one or two games running. This results in failed hit detection and feeling like you're "wading through sand" due to the constant position resets (rubber banding). Battlefield 4 has no problems (0% packet loss), it is exclusively a problem with Battlefield 1.
Every time I ask other players in in-game chat, every response is that the same: Persistent "packet loss" icon in top right and rubber banding.

I have already followed the Connection Troubleshooting guide (here and here) and it hasn't made a difference. (Why would it? This is clearly a server issue.)
