Try doing a complete uninstall of your graphics drivers using DDU:
http://www.guru3d.com/files-details/display-driver-uninstaller-download.html
Then install the newest driver.
If that doesn't work try ruling out all background applications as the culprit by playing after a cleanboot (don't disable Punkbuster):

Sorry for my delay in reply as I had to download all those drivers at 50KBPS speed ( since i exceeded my 400GB Download limit of this month ).
Unfortunately, this still does not fix my problem.
