I'm not normally inclined to reply to any thread on the internet under any circumstance, but this silly thread caused quite a chuckle out of me. Here are eleven pages of utter crap and nonsensible troubleshooting for a problem that is without a doubt on EA's back end.
Stop troubleshooting your computers, as hard as you work on the issue; Updating your PB client and following these illogical Windows Firewall instructions and whatever other trash you perform to your computer is entirely unnecessary. Chalk it up to yet another bug in BF4.
Considering the ungodly amount of money this game has amassed, we can imagine Origin, EA or whoever would have a greater number of developers [and people with riding crops to manage them] attending to issues that prevent players from logging on. The balance patches and all that are fun and necessary, but not being able to play the game at all is quite frustrating. Not to mention it drives players to troubleshoot their computer for issues that do not exist there.
tl;dr: Devs: Reprioritize, Users: Stop troubleshooting.

Does not work on fresh install of Windows 8.1, AMD FM2 3600MHz, 4GB RAM, AMD R7 250 1GB
I've checked the Windows firewall and opened a DMZ in my BT Homehub
I can connect once in twenty attemps
I have NO PROBLEMS on my other Windows 8.1 PC, so it can't be a router problem
Do you guys get the choppy music while it's loading?
Have you got more than one PC running BF4 like me?
