[PC]Low fps with high CPU and low GPU usage

Hi,

My specs are: i3 9100f, gtx 1650 super 4GB, 8GB DDR4.

On medium (and even on low) settings I'm getting under 60 fps in almost all situations in game. I have prerendered frames set to 3. Cpu is at 100%, while GPU memory is at 56%, and everything about the GPU is on a few percent, according to task manager. Temps are fine.

What could I do to optimise performance? Or is this the best I can get out of this setup?
