Hi @GhazGaming201 @organtraii You will have to activate your PS4 as a primary PS4. This solved this problem for me a while back, let me know back in this thread if it also helped you out.
After you have signed into your PSN Account: Select [PSN] > [Activate as Your Primary PS4] > [Activate]

i have already activate the console already... but its still happening... it still tells me that i need to buy dlc...
