please remove the blur happening every 30 secs

ok, so recently ( I believe after this new patch) about every 30 seconds my screen goes unfocused and blurs and it gives me a headace. I thought this was maybe a glitch but it is also happening to pe...

When it blurs, does the screen split slightly into three colors, I think its red, normal color, and green.
