When i turn off all the lights, i don't hear a sound.
Tried night time and day time, nothing.
Tried shooting/knifing candles and all the light, nothing. Please, help?
About the lights i can assure you that i check not two- but like 10-11 times if ALL the light are out, hoping that i might have missed one.
Regarding the servers, while private servers are protected with a password (so i can surely say that i never was on them), how can i tell if it is ranked or unraked?

I personally just reset my server filter and joined an empty one from the list. Had a good go with the Support class, blowing candles out with limpet charges and grenades and unlimited ammo, that helped. The sound should be audible once you put put all the candles and lights in the castle. Maybe you can get someone to help you as well, that comes in handy at the stage where you have to press all the switches on the outside, if someone stands inside and tells you what's happening and what to do next.
why can it not be done on private or unranked servers?
I'm never going to be able to get this dog tag otherwise. its just going to be impossible.

in general, there are some tasks that cannot be done on a private server to avoid boosting. Some tasks might be easier, some might be more of a challenge.
The New Beginning Dog Tag can be done on an empty server whereas many tasks towards assignments only count after a round has started.
