professional syndicate question marks

I completed all 3 professional syndicate prequisites, the professional assignment 2, the professional gold star and the 10 gadgets purchased and got check marks infront of them, but the professional syndicate "REQUIREMENTS" are covered with "???" , I know the requirements from the internet and definitely made the 200 sniper rifle kills but the question marks stay there. My question is "How to start the professional syndicate, keeping in mind that I already finished the three of the prequisites.
