1 of the pre-requirements need some attention because its still unlocked:

PROFESSIONAL UNLOCKED ASSIGNMENT

You suppose to buy in-game the following weapons:

- SR-25 ECC
- PTR-91

However the prof. syndicate assignment is unlocked for you and show progress. Its weard because 1 pre-requirement is still unlocked.
