PS4 BF1 Install stuck at 0% for multiplayer

I am having trouble installing multiplayer while reinstalling BF1 on my PS4. I am in a infinite loop of 0% of game installed. I have already tried various methods and contacted EA for support but no luck. I have re installed the game multiple times and am prompted with a error code of CE-30008. I check the disk for any damage and upo inspection there is none. I get the error message when initially booting up the game for the first time when re installing and my PS4 says it can not read the disk at this time and ejects the disk. I don't know if this is a disk issue or hard drive issue but I really need any useful tips or methods I could do to remedy the situation.
