Okay I finally got it to work for me but not without major hassle. What did not work for me was reinitalizing system regularly and in safe mode, several database rebuilds, attempting download around 12-15 times on wifi as well as plugged directly into router. I noticed that it always started as a 33ish GB download but the downloaded amount would reset around 2ish GB downloaded and the downloaded amount would reset to 0kb and the total size would drop down to 31ish GB and continue sometimes doing the same thing because I've seen it at 29gb for example. I thought it was okay and just adjusting for what it downloaded already for whatever reason. I also decided to buy the revolution digital edition (it was on sale for $10 so I tried it) to see if that would work versus my original day one bluray copy (which never gave me issues before). But the download would go a certain amount and then give me the cannot install error. The bar on the home screen bf1 icon was partially loaded with an x in the progress bar.

Anyway, this might sound crazy but it worked for me. I saw someone else post this about a similar issue with a different EA game. What I did was take my ps4 to a friends house and plug directly into their router. On a fresh ps4 pro that had just been reinitialized, I put in my bf1 disc, it loaded up on home screen then began to download 1.26 update (I hadn't played the game in over a year so it was a lot of content). Their internet was much slower than mine (3 mb down vs my 20ish) but it downloaded steady and total download size stayed at the full ~33gb size it said from the very beginning of download. I had to pack it up after about 7 hours of downloading. It had about 8gb downloaded when I paused it and turned everything off properly and unplugged it all. Set it back up at my house directly into the router. Turned it on and resumed the download. It accounted for the 8 or so downloaded GB because total size dropped to like 25gb. I honestly couldn't believe it but after the download finished it installed perfectly and I can now play online finally. Even the digital premium stuff I got when I bought the revolution edition installed and is working. I haven't tried to download any other games to see if this will persist on any other digital purchases or reinstalling gta v which is going to be similar with having to download a huge update. To be clear, I had this issue on the ps4 that I downloaded a full 70gb for digital mafia 3 back when it came out with no issue along with a couple other bigger downloads. Then traded that in to get a ps4 pro and had exact same issue with bf1. Maybe it's my internet but I dont know for sure. I do know that I'm not the only one to experience this frustrating issue though. So thanks for the suggestions guys and hopefully this can help others with the same issue.
