I canto seem to figure it out... I have tried checking the windows 10 firewall to no avail..... I need layman's steps as I am not an expert!
PB Test Data:

Is there any chance that the problem lies with my PB being located @ C:\Windows\SysWOW64\PnkBstrB.exe and yet above it is saying: Is PnkBstrA explicitly allowed? C:\WINDOWS\system32\PnkBstrA.exe NO

Does anyone have any thoughts or answers on this?

I had the same issue last night after years of trouble free play... nothing had changed. Mine wouldn't even connect to the servers let alone let me join before being kicked... It was just an endless loop of looking like it was trying to connect then nothing. So I tried BF3 and I could connect but got the message:
Restriction: Service communication failure: PnKBstraA.exe
So now I know the cause and go hunting for a fix... and like you ended up trying to reinstall PunkBuster Services which I found here: https://help.ea.com/en-gb/help/battlefield/punkbuster-technical-issues/#
Mine is now working ok. I looked at your log against mine and the only difference I can see is the version number of my service test (v0.994) is later than yours, as is my PnkBstrA Version: (1041). maybe they've updated something since you last tried, so maybe it's worth trying it again from my link instead of the the one you've already tried.
Here's my log for comparison:

Or maybe it's not working properly for Win10.... dunno'. I'm on Win 7 and sticking to it.
