As i'm aware, this error code 1 appears if you try to join a server you've been banned from. (maybe also other reasons, which i don't know)
And as the Division 722 server is owned by a player, it might be possible that a Ban is the case.
Best would be to check server informations to find the name of the server owner (or any description with other admin names) and ask for confirmation of a Ban. If that's the case, it's up to you for further communication about the Ban and the possibility to reverse it.
Sometimes a Auto-ban can happen after a few kicks as i'm aware.
