@Dohrak As far as I know to unlock this DogTag you must have Battlefield Bad Company 2 Veteran Status in your Battlelog:
I'm not sure that it's possible to unlock theTag now. I think you need to try to play BFBC2 via Origin and check your veteran status in your battlelog.

could you launch Battlefield 3 again and see if the Veteran Status is now displayed correctly? That should've been fixed now. Let me know if that worked for you.
I’m currently trying to do this In 2021 on Xbox series X can’t get the battlelog veteran status to show up tried being logged in on origin while playing still nothing
