CQ is embedded in a multiplayer update and not the main game.  Also the multiplayer updates for BF3 are usualy 2 GB so using yoru math 11 Gb base game, 2.5 GB close quarters, and 2.5 GB multiplayer update 6 is around 16 GB, and since these are all estimations 19 GB for BF3 is reasonable.  If you have the LE game B2K is embedded in Battlefield 3 update which will bring everything to around the number that you have.
