Well, one of the links is for SP1 and one is for SP2, you won't need both...
If you have a failed install, it could be corrupted...
You can Go to Control Panel > Software > Uninstall Software
Uninstall anything that say Microsoft Visual C++ 2010 x86 Redistributable
(ONLY 2010 and ONLY x86)
Then reinstall
(Check to see if you have SP1 or SP2, if you don't know how, tell me what OS you are on)

Edited to add, I went searching and here's some additional info for you
Cause During the instalation of Battlefield 3, the VC++ 2010 install package was corrupted or not not moved properly to the Battlefield 3 directory. This results in the 1603 error, as Origin cannot open the package. The Fix Fixing the 1603 error is a simple matter of replacing the corrupted package with the good package. 1. Download the VC++ 2010 Service Pack 1 from the Microsoft Website. 2. Open up My Computer, then click on Local Disc (C:), then Program Files (x86), then Origin Games, then Battlefield 3, then _Installer, then vc, then vc2008sp1 then redist. 3. Place the downloaded file from step 1 into the redist directory you are in. If you are asked to replace an existing file, say 'Yes'. 4. Open Origin and install Battlefield 3. It Didn't Work! After following the above steps without success, try the following: 1. Restart your computer. Restarting does wonders for a computer as closing Windows gives it a chance to sort everything out. 2. Uninstall the "Microsoft Visual C++ 2010 x86 Redistributable" then install it again from the Microsoft Website.
