That is just saying the punk buster parent server cannot communicate with your local punkbuster client. I recommend to do the following steps:
1. Check your Windows firewall and router to make sure that Punkbuster A and B are not being blocked, in fact I recommend to whitelist those two processes in both your firewall and router.
2. If that doesn't work go into your PC Origin client to your games library, right click the BF3 icon and select repair.
3. Finally if that doesn't help go to evenbalance.com and download the latest Punkbuster updater application for your OS. When you run it the application may say you are up to date, just run it anyway and after it updates go back and manually add BF3 to Punkbuster. After that operation finishes try to play BF3 again.
