Allowing a transfer of game content from one one console to another would mean that even if EA would like to allow it then Microsoft and Sony would have to agree on a way to do it as well. As you might imagine, them being competitors and all, they don't like it when people leave their platform.

That's the disadvantage of gaming on closed platforms. They just doesn't play well with others.

In short, no, it's not possible.
