Aight, i double checked it again and apparently my roommate removed port 80 & 443 TDP forwarding "because every browser uses them, that can't be the problem" without telling me. Added them again and now it works, the lag spikes are 20ms -> 60ms instead of 20ms -> 2000ms which is perfectly playable.
It looks like it is fixed for now, I'll keep an eye out if it happens again. Thanks for your help & sorry for the mistake on my side.
