Are you sure that you are logged in to the account in which you purchased the products on ? It would make sense it would allow you to purchase the product again even if it is found on your local storage if your current account isn't the one that has purchased it. So make sure you are connected to the main account you purchased the products on.
You say you "Can't play it" . Do you mean that you cannot launch the game at all, or that when you get in the game, your Premium Pass isn't detected ? If you do get in the game's menus, if you look to the top right of your screen, does it say "Premium pass" under the Battlefield 1 logo there ? If so, the Premium Pass is detected but its content not recognized right. In this case, I would suggest that you uninstall the Premium Pass Add-on and download it again : https://help.ea.com/sg/help/battlefield/battlefield-1/battlefield-1-download-content-xbox-one/
If you can't see the "Premium pass" text there, it means that the content isn't recognized at all. As for your desire to "Contacting EA but it isn't possible" . What isn't working for you ? The EA Chat doesn't load ? You can't call them ? Can't reach their Facebook or Twitter ? There is plenty of ways to reach EA but sometimes there are troubles with each, of course.

On that page, go to the top right and log in there with your same EA Account credentials you have linked to your Xbox Gamertag. Choose a region of your choice, and fill in the rest of the requirements and click the blue "Select contact option" button and you should get options to go to a live chat or give them a call. If there is any trouble afterwards with the page such as the live chat button not being there or being permanently greyed out, the page not loading at all or such, please try out the following :
- Disable ad blockers
- Disable pop-up blockers
- Disable no-script
- Allow cookies on EA Help
- Press F5 to refresh the page
- Clear the browser cache
- Try another browser
Remember also that the region of yours that you choose may affect the contact options given to you. For this reason, choosing UK or the US as your locale when you need english live support is usually the best option even if you live elsewhere. Due to the fact the support is manned by living people, they respect the working hours of their respected region. They are also having a day off usually around Sundays.
