A brand new log is appended to the end of that thread but I guessed no one would read it as it appears "solved", hence this post.
I've tried to re-install its Visual C++ Runtimes (newer versions are present so that failed); I've run Origin elevated; I've removed the folder from Documents; I've re-run Cleanup and Touchup elevated; I've also removed the Licensing folder; I've run a repair more than once. Every single time I tell it to Update, it downloads a 209MB file!
I installed the CTE version and this WORKS! I'm loathe to uninstall the normal version and have to re-download yet another massive amount of data, as I fear the problem lies elsewhere beyond the main game files - such as something somewhere in my user profile - which would likely not be touched by an uninstall? Do you have any suggestions for what other local BF1 config I can try removing (including in the registry), or anything else that might be affected when the PC has had a new GFX card and OS upgrade?
All my other games are fine including recent big-name purchases.

One thing that might help is uninstalling and reinstalling the Origin client with the most recent version from the Origin website. This won't uninstall the installed Origin games so you don't need to worry about data caps. If reinstalling the Origin client with the newest version doesn't work I recommend uninstalling and reinstalling BF1 as you said doing a fresh installation of the CTE corrected the problem.
One additional method that may work before doing a full reinstallation is logging into Origin, going to BF1's game details and disable cloud sync for BF1. This only affects campaign progress as your multiplayer stats are stored on DICE's stats servers.
