Do you have this issue with other weapons and other games (Battlefield 4 for example)? Also, if you have another Xbox controller, please check it.

Yeah, I would start with trying out another controller. This issue was present in previous Battlefields and it happened when the trigger in controller was worn out (which resulted in weapons that required full trigger pull, such as bolt-action rifles and shotguns, not firing).
I do not own a controller, so unfortunately I don't really know about this stuff myself... but I'm pretty sure that I've seen tutorials for troubleshooting and fixing/replacing parts of various controllers. It would require browsing the Internet for the right guide though, and I don't trust my controller knowledge enough to be able to figure out which guide is more useful/reliable.
