I run such server for the European region, so knows exact how you get it done! 😀
I also just read your old post, but will not reply to that, as admins will just close it for "necro" for reviving a many years old thread.
Anyway, the solution is actually much closer to you than what you may think it is. Because you have indeed already found the correct server parameter that you need to change to 400% to get to the full max of 3200 tickets in the game play. And you will also notice that you can only save those special settings you have there on your screen shot if your server is changed to be a "CUSTOM" setup. (it even looks like you have made a copy of my own server for your screenshot there...)
And now here comes the trick, as I read in your previous older thread that no matter what you do, then when going back into the server, then it despite the 3200 tickets setting still runs the game in the standard 800 ticket mode. But that is all normal and completely OK. Because your newly saved custom settings will not be imposed onto the server itself until next time it resets for a new full game round. So you need just a bit of patience to stay on until the next game round starts. And when that happens, you will see that your BF4 server now initializes with your desired max tickets at 3200!
