As I understand, you are trying to install PunkBuster. Can you try to run PBSETUP installer as Administrator? If that doesn't help, try to start your PC in safe mode with networking using this manual: https://support.microsoft.com/en-us/help/12376/windows-10-start-your-pc-in-safe-mode and install PB.
