Are you also able to select the Russian weapon?  I seem to recall that in the particular screen that you are in while not in a game allows you to choose both faction weapons so you can customize them both with attachements while not in game.  However while you are in game only your faction specific weapons will be availalbe for you to select until you get a service star in that class.  One note on faction weapons, Stinger and IGLA are always faction dependent regardless of getting a service star in the engineer class.  Also the M9 and MP443 must be each service starred before they are no longer faction dependent.
