At this time, there is no option for managing or creating platoons in the mobile app. There is a reason to believe that it will be a future option because it was delayed for BF4 as well.
As for in the game itself, you are not the only one who has experienced the absence of the platoon option. Many people have reported this and there has not been an official response from DICE on what the issue is. I did not experience the problem personally, and I do play on XB1, but I have some friends who have....so you are not alone.
Stay patient and there are always some kinks to work out with new features. I am sure DICE is working on a fix.

Hey @betasignup,
if you cannot see the "Platoon" option on XBox One, it has probably to do with your XBox Account settings. Don't worry, it's less of a hassle than it sounds.
Just check out this thread where it's described step by step with pictures.
