If this is your PC soldier, then it does not look like you have obtained any of the CTE tags?

It has been a while ago now, so cannot recall exact how it worked for the CTE Specialist dog tag, but back then think you had to fulfil the following requirements:
- Be a Premium BF4 member
- Download CTE for PC or XBOXONE
- Then play 300 hours and get 8000 kills in the CTE environment
After this, you went to the CTE Battlelog in the dogtag selection and here you now could claim your CTE specialist dogtag. And when you got that awarded then you did indeed automatically get the full CTE Specialist camo also.
That would then pop up at the bottom of your soldier loadout here:
So reason for that you do not have the CTE Specialist right now for your soldier appear to be because you do not have the CTE Specialist dogtag in your possession.
