well best thing to do is head over to help.ea and talk to a support rep that's what i done 5 mins of chating and he had my unlocked i hope this help's have a nice day/night see you on the battlefield 🙂

I wouldn't recommend doing it as the dogtag hasn't been officially given out yet - but apparently if you contact EA support they may give you the dogtag early.

As already stated by EAHelp on Twitter they started giving out the dogtags , Not everyone will get the tag at the same time. But keep an eye out for your account , It will be unlocked in the next few upcoming days. (If you did the mission already , You will get the tag at some point.)
