no i don't have multiple accounts.i don't share with nobody. 

the only thing i did was change systems from ps3 to ps 4.

Really strange. It looks like you have got some kills with those guns, so You were abled to use them some time ago. De guns got lockd after you did something particular or just randomly? 

Anyway try to uninstall and reinstall the game.

no. but i am going to try now..

i tried uninstalling and installing the game and nothing happened.

Okay I see what's going on, according to Battlelog http://battlelog.battlefield.com/bf4/user/venom2773/  you are Premium on PS3 but did you import Premium onto your PS4? I ask because DLC weapons are physically contained in the expansion packs on console so if you don't download the packs or if your premium file is missing or corrupted you lose access to your DLC weapons.

What you need to do is go into the BF4 in game store to the premium section and repurchase Premium for zero dollars. Then completely close the BF4 game, not just suspend it.  Restart BF4 so it initializes with the Premium file present (after it downloads and installs), then return to the Premium section of the BF4 in game store and download each expansion pack.  After all packs are downloaded and installed start BF4 again and you should have your weapons back.

If you've already got the expansions downloaded simply redownload your premium file and then restart BF4 and see if you have access to your weapons again. If you have access to some DLC weapons but not others redownload the expansion packs that contain the missing weapons and you should be good to go.
