You have to get five kills in the radio tower on Caspian border or the big tower in operation firestorm.

I have had the same issue, and yes, i have done it from the radio tower and burn tower on their respective maps. My issue is it wouldn't register completion. I had the support team help me the issue is gone, but i have to RE-ACCOMPLISH the assignments. Frustrating on that one only as i hate and suck at trying to sit in one place and snipe. Especially when it's the most popular place so there is not chance of hiding anywhere there.
