I too was curious about that and it was one of the earlier checks I did. The temperatures, memory and CPU was as out always been. There were no anomalies. That's when I decided to stress test ram, gpu and thus also CPU.
After this I switched the gpus placement, tested with same result.
Tried with one GPU and then the other, tested with same result.
So I have found it is unrelated to hardware.
Hence my suspicion on game being the cause or if killer networking it's causing it. Though all my attempts have yielded the same 15fps over and over again. The only thing that has not been altered is game. Other than settings.
