You said you have reinstalled PB, but have you tried following this guide? It's pretty handy. It could well be the firewall like you said, I found this on google which might help you test it - http://www.yougetsignal.com/tools/open-ports/

    I tried the signal test link you sent me and it said the port was close.  I work at a larger 3000 person camp style facility, so I bet there is no way to get my port opened on my end.  There main firewall is probably causing an issue.  Any suggestions on this issue?  because this game has worked on about 4 other networks in the last week in difference places than here at work.  And ive never used it on this network before, so it is very likely it could be the issue.
