Depending where you are in the world you can get EA Cash Cards (A bit like an iTune voucher, but for use on Origin) 

As far as I'm aware, there is no way to make a purchase and 'gift' to another account on Origin (Correct me if I'm wrong community)

If it's on console, once again you can't gift from PSN (This I'm sure of), as for XBL I would assume its still the same as 360 days (Still no XB1 fro me), so the only alternative would be to purchase your brother virtual currency for console purchases.

    Depending on your country you might be able to buy a code for paysafecard which I believe can be used to pay in the Origin store. Alternatively you can buy a boxed version of the game (or a serial) from various online stores (not the Origin store) and then give him the serial key which he can enter in his Origin client or whatever store belonging to the platform he's on.
