Yes you can, simply log into Battlelog http://battlelog.battlefield.com/bf4/user/ATHiz4ife/ and you can open your battlepacks, claim community rewards etc from the website until your local problem is corrected.

Be sure to go to the Battlepack tab in order to open battlepacks.

Regarding your login problem, what error are you getting when it says you cannot login?
