What about from old ps4 account to a new ps4 account for bf1 ?

Sorry, but it's impossible. Transfer progress between accounts is not possible for all platforms.
Anything's possible. Just takes desire by the EA Programmers :-)
none of them have any desire to listen to the wants of people they just want money and dont care to deliver the things people ask them for in there games
