The answer is a bit more complex than yes or no.  A PS3\PS4 can play any game from any region, but you cannot redeem codes from another region such as North America on an account from a different regions such as the EU.  Also the game and the DLC must be from the same region in order to see one another and work together so you cannot have an EU game and use a North American DLC together - they simply will not see that the other exists on the console.

So if you are going to purchase a north American Premium account you will need to create a north American PSN account, redeem the code on that North American account, and play with a North American copy of the game.   The good news is (I've verified this on PS3 but not yet on PS4) is that once the DLC is activated on your North American account you can log in with your EU account and play the North American game and NA DLC.
