The SCAR-H license Badge Unlock appears to be bugged. You don't have the kills for it, I don't have the kills for it but the badge is unlocked despite not actually having the license.
I don't have the M416 license but I'm close. I did buy an MPX license and it's working for both sides. Just selected Wep License from the loadout screen in game and purchased it.
