how full are the servers you join?

I tried joining servers that have 5 open spots but by the time I join they fill up and then my friends can't join because the server is full

This is exactly what is suppossed to happen. The game will autobalance you at the first opportunity to put you with your friends.  Sometimes this will be during the following rounds.  Also this sometimes doesn't happen if your friend is in a full squad with his other friends so you can't be physically in the same squad so the game leaves you where you are.

Does it balance out even if you are both playing on different servers at the end of the round?
