Happened to me once, I had tried everything, re-installing the game and rebuild the database.
Then I did this
"re-install the PS4 system software. Go to Settings, then to Initialization, and choose Initialize PS4."
and it fixed for me, it kinda sucks you have to initialize your console just to play one game, but that's the only way i found to fix it
