I did not know I could check the downloads section, as I am somewhat new to the PlayStation platform. But, after some searching around, I did check it, and it says "Waiting to install..." which is funny because in the store, it says it is installed, but I assume this is more accurate. Thanks for the heads up about how to find this, as it has put me onto some new leads.

I have seen many threads where the Waiting to install problem is discussed, usually in the context of Premium (which again I do not own, nor any of the paid expansions). The problem is usually attributed to having differently regioned game discs and PSN accounts / DLC downloads, but as far as I'm aware, my game disc, system, and account are all from the same region (Europe). I have now also tried resetting my licenses as others have recommended, to no avail, and have just deleted the game and both free DLCs and am in the process of reinstalling them. Hopefully that helps...

I'll give another update shortly. Pray for me, brothers.

    So, I deleted BF4 and both free DLCs, and reinstalled them from scratch, with no luck. I still get the "no content" message when trying to load the maps in-game, and the download section still says "waiting to install." So far, nothing I have tried has worked. This has included:

    1. Downloading the DLC packs from the PlayStation store.
    2. Deleting and reinstalling just the DLCs.
    3. Deleting and reinstalling the base game, as well as the DLCs.
    4. Resetting my licenses.
    5. Rebuilding the database from safe mode.
    6. Fully resetting the console after each of the above (powered off for at least one minute).

    At this point, I don't really know what else to do. I'll go back to the idea that it appears I need to buy the game from the PlayStation store, ie digitally, as opposed to having the physical disk in. I draw this conclusion because, when I go to look at the free DLCs in the PS store, it had Battlefield listed there under related items... and indicates that I need to buy it for £24.99. But I already have the physical disk inserted, so I'm not sure what to do...

    Does anyone have any ideas?

    I am not on PS4, but know a few things.  You stated that you are in the UK.  When you purchased the game, was it a UK version?  I know there are region locks on PS4 games and DLC.  If you purchased a UK region disk, you need to download the UK region DLC as well.  Make sure you are downloading the correct one, as I have seen that people are having trouble with other games on PS4 that they have a UK PS4 and game, but downloaded the US DLC and it is stuck on "Waiting to Install..." due to the conflict.

    Hi, thanks for the input!

    Yes, to my knowledge, the game, my PlayStatiom, and my PSN account are all UK-based. The thought had occurred to me that perhaps I did have a non-EU game, though, as I did purchase it at a used game store. Though they do say all of their games are European region, it would be easy for a mixup to happen, I believe.

    But yes, as far as I'm aware, they're all the same region.

    I have solved the problem. The game I have is indeed a US disk, that's why the DLC isn't working. This, despite the used game store I bought it from advertising that they sell only Region 2 disks, and the box they gave me saying Region 2. So an exchange should be relatively easy. I discovered this by snagging a US-based friends PSN login details, logging in on my PS, deleting Night Ops, and reinstalling it from the US store. Bam, worked perfectly. And in fact, when I then logged into my (UK) PSN, the DLC then worked fine! Crazy...

    So this has been another case of a mis-regioned disk. Buyers of used games beware! Check the region of your disks. I'm glad I've kept the receipt.
