I will try to help you to resolve the problem.
The actual problem lies in your Windows registry. Don't worry as it is easily fixable.
First, let me explain you why you get the same error when you try to join China Rising and Second Assault maps.
The reason is that when you join these servers, they have all expansion packs in their server map rotation and because of the registry bug, Battlelog and Origin do not 'understand' that you have Naval Strike installed thus ask you to download and install it.

(P.S. There should be the following: Xpack0, Xpack1, Xpack2 in your registry. Follow the tutorial and add the Xpack👍 you need to the registry which in this case is Naval Strike. In other words, if you see Xpack0 and Xpack1 in the registry, just follow the tutorial video and add Xpack2.)
