@mrblackened123 I've seen a few reports from folks with PS pads claiming this. It seems that some weapons-most notably sniper rifles- only register the trigger pull if it's at the maximum threshold. If there's an issue with the pad (it could be damage or there could even be a dirt buildup) this maximum threshold isn't hit, and the rifle doesn't fire. 

You mention trying different configurations, did both of these require a trigger pull to fire? If you try one where you use a bumper or other button to fire that should help.
