This is 100% correct. Currently BF4's veteran status is glitched to where it isn't adding to veteran status at the moment so if you played BF3 only you won't get the necessary veteran status of "1" or greater until the BF4 status is solved. However you can play one of the free BF titles which will give you another BF game and the veteran battlepack on PC (console is currently not getting veteran battlepacks even if you are an existing vet but PC receives the veteran battlepacks for existing vets). To get credit you will need to install the game completely and play one round while logged in with the origin account that you play BF4 and BF3.
