You are supposed to be able to play the ops campaign without owning premium. This is definitely a bug and has been going on since January actually. On Playstation there used to be like 5 campaign servers running every day, but then suddenly in January in the middle of the campaign that was running back then the amount of servers running dropped to maybe 1 a day. Some days there weren't even any active campaign servers. Sometimes we had 2 servers, but that was very rare. With the last campaign, the Fall of Empires, which is the only campaign which consists of 2 base game operations, we suddenly had 5 servers running each day again. And now we are back to maybe 1 server a day.
I'm sure DICE or EA has posted this somewhere, they made this change at some point, it wasn't always the case but you are definitely supposed to play the ops campaign without having to own premium.

I started searching for maps and game modes in the server browser (Battlefield 1 Standard Edition without Premium Pass).
I didn't know this either until now, that all Shock operations maps are free for all players:https://www.ea.com/en-gb/games/battlefield/news/bf1-shock-ops-update-2018
five Shock Operation maps:
Giant’s Shadow
Prise de Tahure
Lupkow Pass
Zeebrugge
River SommeBest of all, the Shock Operations experience is available to all players, even if you don’t own the expansion packs that offered these maps. (For access to expansion pack maps outside of the Shock Operations mode or full access to the expansion packs, you’ll still need to purchase the expansion pack or Battlefield 1 Premium Pass separately.)
