I see. This is the settings page you changing it from? GPU Scaling Maintain Aspect?
If that's what you are trying.. perhaps try disabling Scaling and just set the game to 800x600 Fullscreen in the settings.
Most people have the opposite problem and I believe by default Scaling is not on at all.

I did more googling and it seems this has been brought up before for both BF3/4 for people. The game sometimes seems to override the scaling options set by the GPU software.
One guy suggested to edit your PROF_SAVE_profile with Notepad (Documents folder)
GstRender.ResolutionHertz 0Another idea I had was... set it to Windowed mode but use software to Lock the cursor it to the window so it doesn't jump off.
I use this software to lock to certain monitors for some games that refuse to lock it themselves:

I think it can do lock to Window toobut I haven't test and I can't right at the minute.*edit2*
After reviewing the settings for those tools.. I don't think those can do it but this software looks like it can. I haven't personally tested it.
if i disable scaling it will be centered and whole picture is inside black square
even if i put the monitor on 800x600 and with black bars, still the game goes to streched
i dont think how cursor lock is going to help me, i still cant get black bars
bf3 and bf4 are the only games that do that, csgo is fine and works witch current settings and black bars

What does it do when you do this:
Enable the Maintain Aspect Ratio again.
Change the Resolution of Windows to 800x600.
Do Black Bars show up (in windows desktop) or does it stretch to fit the monitor?
If it has the black bars, try to put BF4 in Borderless mode.
Only thing I've come up with so far.

GstRender.FullscreenScreen 0 NOTE THAT EVERY OTHER GAME and WINDOWS res is WITH black bars , but with these setting that i get balck bars in csgo and other games , bf doesnt want to do that, yes i have 2bars @800x600 on win res, yes borderless did the job but i dont want to change the monitor res every damn time :C
and if im correct, borderless mode is 60hz, but i have 144hz

I understand. It appears BF3/4 have an issue with GPU Drivers Maintain Aspect settings (both AMD and nVidia) from what I saw searching around.
Glad it works. Sorry it's a pain in the rear end but that may be the only way to achieve what you need ☹️
if i have full res, and preserve aspect ratio, i click on the game, note that its on 1024x768 4:3 . it imideatly goes to stretched and radeon settings goes to full panel
it works but its 60hz, and dod , thats why i play on low ees to achieven 150+ fps. its not a solutin accualy, its something to do with the game
if i take gpu scaling off, and go into the game, put 720p res, it looks like 4:3 but stretched upwards with black bars, and if i go to 1024x768 it is full panel and streched, i need help from devs :C

I suspect this is Engine related and probably affects Battlefront, Hardline and PvZ games as well (?)
