Looking at your battlelog profile http://battlelog.battlefield.com/bf4/user/Iflank I see your Xbox 360 soldier is a higher rank than your Xbox One soldier. After you do the soldier stat import from 360 you then have two seperate soldiers, so progress unlocked on the 360 after the stat import will not be reflected on your Xbox One soldier or vice versa.
Also according to Battlelog you have premium on Xbox One but not on 360 (you only have China Rising), so the F2K will not be available on the 360 since it's an expansion pack weapon from second assault.
If I'm misinterpreting your issue please clarify and I'll see what I can find.
